Not a RN constant job and running at full operation

Hi,
I would like clarification on the process of RN duties during the AUPE strike in particular to one area, Interventional Ultrasound. It has come to my attention that in Interventional Ultrasound normally worked by LPNs, typically 3 LPNS (sometimes 1 RN to fill in on occasions), will be scheduled with 1 RN and 1 ESA LPN during the strike. Under the direction of management, there is no rebookings of outpatient nonurgent procedures and is running at full operations. My first question is, "does this qualify as work not normally performed by an employee" as we are not constant staff placed there and because of the decrease in staff, does management have the ability to continue at full operation with non-urgent cases which also impacts the ability in our other area of recovery area? This question is also being posed to AUPE by my colleague but would like input from my union.
